I know in earlier year models the power is tapped from the backside of the cigarette lighters wiring harness and then routed under the carpet to the center console connection. I'm unaware if they have included this in the newer models now or if it still must be tapped from the lighter harness.

1998 Dodge Caravan Speedometer Has a second connector attached with a white pigtail. What is that used for and will it operate without it?
On my 1999 Dodge Grand Caravan it is under the driver side dash neer the center console. No dash disassembly required to access. Three screws and a cannon plug very easy to replace.

The 2003 Dodge Caravan OBD 2 port is on lower edge of dash above parking brake pedal

same as the 1996 Plymouth grand voyager....behind the center console....it has been suggested that to replace the fuse it is best left to the "experts" at Chrysler.
The connector for reading codes with a scan tool is near the battery.
