Try the back side of the radiator about 1/3 down from the top
The coolant fan relay on a 1988 Chevy Celebrity with 2.8L V6 is on the radiator support bracket behind the right hand headlights.
There is no relay for the tail lights on a Chevy Celebrity.
According to my factory service manual the horn relay for a 1989 Chevy Celebrity is located in the "convenience center" which is behind the instrument panel on the left side of the steering wheel. To replace the relay one would simply pull out the old relay and plug in the new relay.

Looking in my factory service manual for a 1989 Chevy Celebrity I found no reference to an accessory relay.
On a 1985 Chevy Celebrity the mass air flow sensor relay is located on the strut tower on the drivers side of the car. It is behind a cover. The fuse for the mass air flow sensor is also there with the relay.
No. there is no relay for the turn signals.
Under hood fuses are generally located next to the relay they are for.
Plug a scanner into the ALDL port, then turn the ignition to "ON". The radiator fan should come on. If it does the relay is working. If the fan does not come on it doesn't mean the relay is necessarily bad. That could mean the relay is bad, or the fuse is blown, or the fan itself has failed.
My 1985 and 1986 with A/C are mounted on the drivers side fender. On a 1985 celebrity 2.5L4 engine with A/C; The radiator fan relay is mounted on the drivers side fender, Behind the battery. If not equiped with A/C, It might be in the same location. (don't know!)
