Cooling fan thermo switch is located on the radiator edit - only if fitted. Some fiat fans are controlled by the ecu, using data from the coolant temp sensor.
In a Fiat Punto, the heater fan fuse is actually located in the trim box. This is located right below the steering wheel.

The radiator fan sensor switch or the radiator fan motor are at fault (maybe even both). Wire the fan motor direct to see if it will run, if it does, replace the sensor switch. If the fan motor doesn't run, replace the fan motor before you buy a new sensor. If after replacing the fan motor, the fan still doesn't run, then replace the sensor.
The engine temperature sensor is located next to where the upper radiator hose attaches to the engine. Depends on the model and year. Some have a thermo switch on the radiator. Check for a wired plug on the radiator. Some fans are controlled by the ecu using data from the coolant temp sensor.
Probably a temp sensor for your fan(s).
The engine computer uses the signal from the coolant temperature sensor to decide when to activate the radiator fan relay.
the thermostat is on the radiator and conectet to overheet plug, you can see the wiring that conectet to the fan to, is the same, and you can change it with no proplem, remove the air filter, open the fan panel and you can see the termostat, before you change chake the wiring and fuses, i hope is help you, goodluck.
I can't be sure but it sounds like the radiator fan, in many cars this can come on even when the engine is not running.
Problem with the temp sensor.
