It is up underneath the dash. It's really hard to see, but you should be able to feel it about a foot or so up from the bottom, and to the right of the steering wheel. I had to change mine last year. Hope that helps. (It's right above the gas pedal.) It's round and on a clip right above the gas pedal near the steering wheel, two prongs. You have to take the little panel that protects the wiring harnesses off to access it.
Is the signal flasher underneath the steering wheel or somewhere else
No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.

How do you replace the front turn signal bulb located on a 2001 Buick Century?"
The turn signal flasher on a 2005 Buick Century is under the dash on the driver's side of the vehicle. Look for a small box just above, and to the right, of the brace that holds the brake pedal in place.
located under dash on steering column , one with blue strip is hazard, one with yellow is turn signal
Bad flasher unit or turn signal switch
The 1992 Buick Roadmaster signal flasher relay switch can be found beneath the drivers side dashboard. The signal flasher relay switch will be above the gas pedal.
