I just got done doing this on my 1991 Tracker, and found the flasher in the same place. It must not have changed through 95. It was a knuckle buster, and I suggest removing the front access pannel (below steering wheel for a better view. Had to use a screwdriver (from front panel) to pry the unit up and out of it's slide mount - generic replacements do not have the mounting slides. I remounted it by taping it off to a more accessable location - just in case it comes up in the future.
I don't know what a thermal flasher is.
