I just got done doing this on my 1991 Tracker, and found the flasher in the same place. It must not have changed through 95. It was a knuckle buster, and I suggest removing the front access pannel (below steering wheel for a better view. Had to use a screwdriver (from front panel) to pry the unit up and out of it's slide mount - generic replacements do not have the mounting slides. I remounted it by taping it off to a more accessable location - just in case it comes up in the future.
I don't know what a thermal flasher is.

RV manufacturers usually locate the flasher under the dash near the steering column. The easiest way to find it is to turn on the turn signal and listen for the click. You will also feel it click when you touch it. If the flasher is not working or does not click, turn on the four-way flashers and try to find that flasher.
