The starter enable relay is located behind the driver side kick panel (where the hood latch release is). To access, there are two screws that hold the kick panel in place. Remove the screws, pull out the kick panel, you will see a black plastic relay with four wires going to it. This is your starter enable relay. There is no such thing.
