With a device connected to the computer launch iTunes. The device will be listed in the left hand section under Devices. Selecting the name of the device will present all the synching options available for it in the right hand section. The tabs across the top switch between Music, Photos, Apps etc.

You have to reset it, by holding down the menu button and the center button, then plug it in.
