Where is the tension bolt in a 98 escort zx2?
this question is not clear as to what exactly it wants as an answer. Here is an attempt to assist you.
there are two tensioners used on the zx2; one for the timing belt and the other for the serpentine belt (these are two different things)
the tensioner for the timing belt is located underneath the timing cover. It uses a 10mm wrench to loosen. The tensioner is further adjusted by using an allen key in the hex hole on the tensioner.
the tensioner for the serpentine belt is a smooth pulley located just above the A/C compressor pulley and just below the power steering pulley. To move the tensioner will require a 13mm socket wrench rotated in a clockwise motion.

There is a square hole it the tensioner in which to insert a 1/2 inch breaking bar or socket wrench end to pull on and release the tension. - update - Are you turning the tensioner bolt clockwise? You have to turn it clockwise for it to relieve tension. You turn counter clockwise to remove the tensioner bolt. Turning counter clockwise will not relieve tension.
