The speed sensor is located on the far backside of the transmission. the unit accually threads into the transmission case itself. the unit is very simple to replace once you get under the vehicle. please view my BIO for access to my Saturn help site. under the transmission folder is a picture of the speed sensor in relation to the transmission.

That happened to me with my 99 Malibu. It must have been a short in the control unit. The control unit is 1 piece that controls the fan, temp and direction of the air. I went to a pull-it-yourself junkyard and got another control unit. It was not difficult to change out. i found the directions looking online
