If you remove the ashtray you will find the turn signal flasher behind it, a bit to the right (close to the fuse box). In my car the flasher was a silver cylinder with two yellow lines and it had a black clip attached to it. If at least one of your turn signals is still functioning (blinking) first follow the sound and then start taking things apart.

It has 2 flasher relays. The turn signal flasher relay is located on the drivers side under the dash, mounted on the upper passenger side of the steering column support. The hazard flasher relay is located on the drivers side, under dash, above kick panel, mounted on bottom of convenience panel.
Look to the left of the steering column under the dash.
It should Be located on the top of the transmission.
I just replaced mine, it was flashing erratically. It's located behind the fuse block which is in the glove compartment. Instead of removing the fuse block though I found it much easier to remove the ash try (4 screws), and to the right of that inside the dash was the flasher unit hanging right there.
The ECM is located behind the glovebox on a 1991 Cutlass Ciera. Pull the glove box out to see it. Once located remove the mounting hardware and unplug it from the car. Replace the unit.
