I just changed the turn signal flasher on my '92 Eldo. It IS under the dash to the left of the steering column but it is box shaped more like a relay/module than a round flasher. the round one to the right is for the e- flashers. On my '93 Eldo the signal flasher is up under the dash to the left of the steering column. It is behind the plastic panel that is held on by two screws. Remove the panel and try to locate the flasher unit. It should be something that looks like a small, round can plugged into a connector and held by a retaining clip around the circumference of the can. If you still have trouble, turn the ignition to the "on" position and operate the signal lever. Sometimes it will make the flasher click once. Follow the sound.
Also works for 95,96 an others,Be CARFUL when unplugging because the connector for the flasher may have a muti connector panel without labels and this may cause you to not connect in the same plug,so BEWARE. good luck,part cost about $8- $10
