On my 1999 Trans AM I found the Turn Signal Flasher and the Hazard Flasher attached by a clip on each side of the bracket underneath the panel at your knee-level. There are two Phillips screws that you remove toward the top of the knee panel and two screws at the bottom. The flashers were hidden behind the sides of the bracket. The flasher for the hazards is toward the left side (near the fuse box) and the the flasher for the turn signal is toward the right side (near the radio console). You can pull them up and out by pushing up on the metal clips they are attached to. There was a big red connector plugged into both of them. These modules do not plug into a circuit board like some manuals state. They are on the end of the red wires one on each side. If you lift up on the red connectors you will be able to see the canisters. It might take some work, but unplug the canisters and replace them. I found replacements at autozone for $10.

The turn signal flasher is next to the fuse panel at the lower left of the steering column. The hazard flasher is located to the right of the steering column.
Turn signal flasher is under the dashboard beside the steering column. Flasher unit for the emergency flashers is on the other side of the steering column.

On steering column. Remove plastic collar from steering column behind the steering wheel (2 Phillips screws from below). Flasher relay located to the upper right of the column. Pull out away from driver.

The hazard flasher toggle switch is on the top of the steering column.
The Turn Signal Flasher Module is located inside the Steering Column. Make sure you Disconnect the Battery as Airbag is right there on Steering Wheel! You can take off the Steering Column Covers by removing the 3 Screws from the Lower Steering Column Cover and then separating the Lower and Upper Covers, setting them off to the side. The Flasher Module is on top of the Steering Column behind the Mult Function Switch. To remove the Flasher Module, you have to Disconnect the Electrical Connector and Remove the Flasher Module from its Mounting Bracket.
