According to my Chilton repair manual the relays for turn signals and hazard lights are under the dash to the right of the steering column.

You don't mention what year of Ford Explorer Sport Trac but there will be more than one fuse for the ABS ( in the fuse panel and the power distribution box ) You can view the Ford Explorer Sport Trac owners manuals online at : www . motorcraft service . com ( no spaces ) Click on Owner Guides

Under the instrument panel on the drivers side ( also , the Power Distribution Box which is " live " is in the engine compartment on the drivers side )

The fuse panel is under the dash panel on the drivers side , and the power distribution box is in the engine compartment ( Ford states before servicing anything in the PD BOX in the engine compartment to disconnect the battery )

Fuse panel. Look in your owner's manual.
