Once you arrive in Cerulean City, go to the Nugget Bridge. Gary will talk to you and give you a v.s seeker (I'm not sure if Cerulean City is the exact location, because I beat Leaf Green 3 yrs ago). You actually get the VS Seeker in Vermilion City. You enter the Pokemon Centre there and talk to a girl standing to the right of the entrance. She will give you the item and warn you to run around to charge it up. Gary gives you the Fame Checker when you defeat him on the Nugget Bridge.
Go to the Vermilion city Pokemon center. The girl with the blue hair next to the nurse will give it to you if you talk to her.
Talk to the girl in Vermillion Pokemon center.
The VS seeker is givin to you by a woman with blue hair in the Vermilion Pokemon Center.
