The 1995 Buick windshield wiper relay switch can be found in the fuse box. The windshield wiper relay switch will be in the third column, third from the top.
on mine it is under the d-side front seat
The 1995 Buick Park Avenue has the most common hook-end wiper arms. See sources and related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.
Looking in my 1989 Chevy Celebrity manual I find a park relay inside the wiper motor but no reference to an external wiper relay. There is a fuse on the fuse block.

The wiper switch on the ParkAvenue could be bad. Or, the intermittent relay for the wipers could be stuck, causing the wipers to run.
Under the hood, on the passenger side of the firewall, there is a fuse and relay cover... remove it. The relays are located horizontally under the two fuse boxes and the horn relay is the second one from the left.
