Depends what chemicals. Ask your local authority (council, local council etc.) They should be able to provide information on where to dispose of it using the proper channels. If its not a vary strong chemical (mild acid etc.) and its fits into a vessel no bigger than say a large jam jar etc., then I might be possible to dilute it into a large container full of water etc. before allowing it to enter the drain. That should weaken the solution sufficiently for it to be disposed of safely. Thus the strength would be so low it'd be next to harmless. But that is only good for very mild chemicals. I wouldn't recommend do so with really concentrated stuff that says; harmful to the environment on the label, as it'd probably need a swimming pool sized vessel to be diluted to a reasonably acceptable level.
