By and large, yes. They were a nomadic people that hunted the plains Bison, migrating with the herds.

The US government forced them onto reservations to cut them off from this resource.

They then encouraged the wholesale slaughter (and near extinction) of the Bison to deprive them of their one natural resource.

These two policies and failing to honour the Treaty of Laramie has all but destroyed the Plains Indian peoples.
