go to the trophy garden after obtaning national dex and talk to backlot he says a bunch of differant Pokemon names like castform,happiny,eevee,chansey,mime.jr etc
depending on your game the answer will be different

fire red/leaf green go to the back of one of the tall buildings in celedon city and work up to the top

in colesseum/XD you already have an espeon and umbreon which you can breed to get evee or an evee in XD

You can catch yourself an Eevee in Trophy Garden, (By using the PokeRadar) if Backlot says there was an Eevee in his garden, or you can get an Eevee from a person named Bebe in Hearthome City, who lives right next to the Pokemon Center. You will need to gain the National Dex first, though.

i don't think you can find one. they're super rare.

Dude if you're talkin bout leafgreen and firered then you can get him at the city with that great big store dept. you go to the far right before you leave the city then go aup and over until you reach the green building then go inside and go all the way up the stairs and there will be a rectangular house go in there and on the table you will find a pokeball. eevee is inside it hoped it helped!

Eevee is not a pokémon that is captured. You win him in the city of Celadon in the top floor (in the covering). pass for he/she brings of the center pokémon and enter in an entrance, go up the stairways and Eevee it will be on top of a small table. Then develop him for Flareon, Joleon or Vaporion with any Fire Stone,Thunder stone and a Water Stone.

In Pokémon X and Y, you can find an Eevee in the grass and yellow flowers around Route 10.

However, if you have enough Friend Codes registered on your Nintendo 3DS, you may find a Ditto in the Friend Safari located in Kiloude City. Each friend has a Pokémon type associated with him/her so you just need to visit a Normal-type safari but please keep in mind that each safari can only have two to three unchangeable Pokémon.

Alternatively, you can look for one at the GTS, ask someone to trade you one or transfer one from a Generation V game (Pokémon Black, White, Black 2 and White 2) by using the Poké Transporter and Pokémon Bank apps.
