Once you save the power plant in kanto by giving the machine part go to the radio tower in lavender town the big building and talk to the old guy in the hat he will give you a card for your radio that will let you tune into kanto radio, go to the radio on the pokegear and tune to the almost very last frequency and the poke Flute channel will be airirng play that in front of snorlax to wake it up.

if youre trying to wake up the snorlax i recommend moving the tuning dot on the radio pokegear as far up as it wil go that should wake him up
