Any two atoms with unpaired electrons can form covalent bonds.

for example, the simplest atom Hydrogen (H) has 1 unpaired electron in its outer most shell. and so it needs 1 more electron to complete its duplet. so it shares an electron with another atom such that the two atom share shared between 2 atoms forming a covalent bond.
