I would expect that Sendai would be the city most effected by the quake, as it is closest to it's epicentre (the epicentre is the place where the earthquake took place, except directly above it, on the ground.)

If you are talking about the 2011 March 11th earthquake, there are a couple of cities/towns that were hit hard by the earthquake but the Kurihara city was the one that was closest to the epicenter.
