Ulysses Grant was the supreme Union commander by the end of the war. James Garfield was a major general. Rutherford Hayes, Benjamin Harrison, and Chester Arthur all held some type of rank as general in the Union army or a state militia. Arthur held brigadier general rank as quartermaster but was not in a combat unit.
Andrew Johnson also held the rank of brigadier general after Lincoln appointed him military governor of occupied Tennessee. His job was purely administrative. (William McKinley also fought in the Civil War but his highest rank was brevet major.)
