Thanksgiving was made a national holiday during the Civil War and was held on the last Thursday of November. It was President Roosevelt who declared that it be held on the third Thursday in November in 1941.

∙ 13y agoThe 4th Thursday date was signed into law by FDR, Franklin Delano Roosevelt, in 1941.
But that was not Roosevelt's initial intention. The date was the "final" Thursday since Lincoln's proclamation in 1863, but 1939 had 5 Thursdays, and Roosevelt proclaimed the "second to last" as the holiday and tried to do the same in 1940, with mixed results. He signed a Congressional resolution on December 26, 1941, with the compromise date of the 4th Thursday.
