Where I live in north Idaho, there are 2 birds that eat (and look for food) upside-down. They are the rose-breasted nuthatch and the pygmy nuthatch. The Nuttall's Woodpecker will hang upside down under limbs looking for insects under the bark.
Flamingos do this but I am sure lots of other birds do it sometimes. Lots of birds can be upside-down most of the time - for example crawling along the under side of tree branches.
Absolutely. In fact, its a sign of trust that your bird would let you do that. I work in a bird store and that's part of the way that one of our birds plays. If the bird is on its back, and becomes uncomfortable, it is completely capable of turning over.
