No, that's not true for all arteries and veins. The rule is that arteries carry blood away from the heart, whether it's oxygenated or deoxygenated, and veins carry blood to the heart, whether it's deoxygenated or oxygenated.

In the systemic circulation, the blood in the arteries is oxygen-rich, and is carried towards other organs where it is used for respiration by the organs. And in the systemic circulation, the blood carried by the veins towards the heart and is oxygen-poor.

But the pulmonary circulation is the opposite. The pulmonary arteries carry deoxygenated blood away from the right side of the heart to the lungs to be oxygenated, and the pulmonary veins carry the oxygenated blood to the left side of the heart to be circulated to the rest of the body.
