Improved Answer

Its impossible to say which breed attacks the most, as only serious bites are usually recorded. There are many badly behaved small breeds of dog that readily bite and nip, yet are not corrected as many people see this as 'cute'. These are never reported as a bite from a small dog is rarely serious.

Bigger dogs with stronger jaws (such as 'bull' breeds, Rotweilers, Akitas etc.) often get reported if they have attacked or bitten. Such breeds can be bought by those who just want a 'tough-looking' or 'dangerous' dog, which does not help the breed image. These situations give a slightly skewed view on dog breeds in general, so much so certain breeds, or breed 'types' (such as any dog that looks like a pitbull) now have a reputation for being dangerous.

Truth is, any dog breed can do any or the most damage when not trained properly. So it's not the breed really. It's how we, humans, train them that make them the worst or the best dog.

I would say pitbulls. They are mean, agressive, and in my area, they are banned.
