This is difficult to gauge. How does one determine the intellect of a collection of geo-political borders? There are an abundance of different, better, ways to ask this question. And, an impossible number of directions to take it. Some are below as examples:

First, there is no reliable way to determine the intellectual level of an entire nation.

Second, if there were a means for accomplishing this feat, the obvious likely result would be the invasion and destruction of that country by the strongest, assuming of course that the "smartest" is not also the strongest.

Third, there is no effective way to determine this. The communities that determine such things, pedagogy and psychology--perhaps neuroscience--cannot even agree on what intelligence is or how to accurately measure it. There are generally accepted measurement tools, or course, but these are flawed at best.

Finally, what organization could be tasked to determine it, to conduct the tests and compile the evidence? The G-20? Not all nations are members. NATO? Not what they do, and again, not all nations are members. The United Nations? Still not good, not all nations are recognized nor are all members.

No, the only way to answer this is to not answer it. Or, perhaps to provide a Not Answer much as has been done.
