I believe it is in Rome, and this is tied into the legend of Three Coins in the Fountain. I guess somebody has to fish them out and give them to charity. Probably, they shut off the fountains for maintenance.

There is a legend associated with the Trevi Fountain - well, actually a superstition - that if you throw three coins in the fountain this will guarantee that you will return to Rome one day. This was the theme for the song 'Three Coins in the Fountain'. The Trevi is quite an ornate and spectacular fountain, but it is in a small dingy side street in Rome, surrounded by dirty, grafitti-strewn buildings. In fact, why anyone would want to return to Rome is another matter. Despite the wonderful history (the Roman remains, the Vatican, the museums etc) Rome is a filthy dirty city, bustling with manic traffic driven by lunatics with a death wish, covered in graffiti and in parts smelly. The only place that is worse than Rome in Italy is Naples which is absolutely filthy, strewn with stinking rotting garbage everywhere and unfriendly as well. There is a saying 'see Naples and die' suggesting that you should not leave earth until you had seen this 'beautiful' city. I can think of another way of interpreting this expression!
