Windows XP. Windows 98 never had a secure design to begin with, and it has received no security updates since 2006. Windows XP is still receiving security updates, and will continue to do so until 2014.
Anything Linux is more secure than Windows of anyversion.
Security holes get patched much faster, are of fewer number, the permissions system is consistent and reliable, there are only 30 in-the-wild viruses for Linux, and the source code is open for the world to see, allowing less bugs to go unfixed.
And that's without getting into "advanced" Linux security features or options such as iptables, netfilter, SELinux, and ClamAV, which any home Linux user won't need to fuss with at all.
Windows Vista is notably far more secure than Windows XP.

Windows 98 home publishing is for Windows 98. Windows 98 programs don't work well on Windows XP sometimes.

Windows Me is older than Windows XP. Windows Me was launched on September 14, 2000 while Windows XP was released on October 25, 2001.

Windows ME was written to replace Windows 98. It crashed frequently. People replaced it with Windows 98. Microsoft quickly replaced it with Windows XP, which works much better.
