It depends on many different things including but not limited to your budget, hardware, software you are planning on running (some of it is not compatible with windows 7). Overall windows 7 is more stable than windows xp but requires sufficiently higher resoureses.
Probably because it was the most stable of all the versions of Windows - including Windows 7 !

Who told you? Windows uses more resources than DOS.. As we know that DOS can support less hardware than Windows and BIOS is the controlling system for integrated hardware, hence we can easily understand the utilization of DOS and Windows..
I find that it is. I've had windows 7 since January 2010 and have 0 errors, crashes. I am very pleased with it.

Theoretically, yes. Windows update can be set to downloaded the newest hardware drivers. And new drivers could easily resolve some kind of hardware issue. I would need to know more about the situation.

It might not necessarily be that Windows itself is slowing down. A more likely cause is that the computer which now has more software on its hardware, takes a longer time to process everything, making Windows seem slower.
