The stuff sold in stores as "Duct Tape" aka "duck tape" as it is waterproof (which should never be used on HVAC ducts as it will melt) is an insulator as the backing for the tape is a fabric reinforced thermoplastic ribbon.

The tape designed for use on HVAC ducts however is a conductor as the backing for the tape is an aluminum alloy ribbon.

Of the two mentioned items, rubber tape is the best. Because of the soft consistency of the rubber tape it should have a protective covering of electrical PVC tape for an overall safe taping job.
