The UK, Ireland, Romania, Bulgaria and Cyprus are the only EU countries which aren't fully a part of Schengen Area. Other countries include: Andorra, Leitchenstein (but will probably join later this year), Russia, Belarus, Ukraine, Moldova, Croatia, Bosnia, Serbia, Macedonia, Montenegro, Albania, Turkey, Armenia, Azerbaijan and Georgia. San Marino, Monaco and Vatican City are also not members of Schengen but there are no monitored borders between these countries and Italy/France.

As of 2012, the EU currently has 27 members:

Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and United Kingdom

The 28th member, Croatia, due to join on 1st July 2013.

All other countries in the world are not members of the EU.

All non-European countries in the world are not in the European Union. A large amount of countries that are European are also not members. 27 of Europe's countries are members of the European Union. Europe has over 50 countries.
