if im not mistaken its the top one the middle is turn then u have the back up light all them the same buble then work off a rail system for power
I would guess that both of your brake light bulbs are burned out, and only the high mount bulbs are still working.

To replace the brake light on a 2001 Dodge Durango the light lens must be removed. It is held on by a clip on one side and a hinge on another. It opens like a door to access the brake light housing.
more than likely one of ur bulbs are out like blinker bulbs in front or rearor sometimes a brake light its happen to me
It's at the top of the brake pedal under the dash.
I had this problem and it was a short in one of the back rear brake lights. One of the bulbs was not screwed in correctly and it was causing the brake light to stay on when the headligst are on. We removed all bulbs and inserted them again, making sure they were tight. This fixed our issue with a dodge 2003 durango.
