In the Constitution the states were intended to have more power, and now National Government has more power but not as much power as a State government has on a State. In other words National government has more power to the country but the state government has more power to the state.

Because the national government can't control everyone in the nation, they need subdivisions (City and state) governments to ensure that all laws are followed. Another reason is because the governmental organizations that exist and function well at the national level don't necessarily function well at the state or city level.
