I personally would expect the mountain stream to have more dissolved oxygen, because I know that oxygen dissolves better in cold water.

As for a region, I would assume a region that has a lot of photosynthetic organisms and not a lot of oxygen consumers. Another factor that should be kept in mind, is that the lower the concentration of solutes (i.e.. salt) in the water, the more oxygen can be dissolved.
