Yes, it does. So that you can get oxygenated blood throughout your body, the right side pumps de-oxygenated blood not to the whole body, but just into to lungs to pick up the oxygen it needs, to return to the heart and be pumped to the rest of the body.

The heart pumps blood not to it. The right atrium pumps to the right ventricle, the right ventricle pumps to the lungs, the left atrium pumps to the left ventricle, the left ventricle pumps to the the body (except the lungs). Well that is in normal anatomy anyway.
