There are actually many states that are bad with Allergies, especially in the spring. I would probably have to say Florida is the worst, with everything blooming from March to June. Anywhere in the Deep South (ex. Alabama, Mississippi, Georgia, etc.) is also bad. It gradually gets better the farther north you head in the Eastern United States. Allergies are almost never a threat in mountainous regions of the West, with the exception of southern California.
