There are seven states that don't observe daylight savings time. The states are Guam, Puerto Rico, Virgin Islands, Hawaii, American Samoa, and some sections of Arizona.

In 2005, the change made to Daylight Savings Time was to increase the length of time covered by DST. DST started earlier and ended later than previously.
Put simply, there's no need for it in Hawaii. The idea behind Daylight Saving Time is that it adjusts the clock to take more advantage of the increased natural light. Because Hawaii is so close to the equator, the sun rises and sets at relatively the same time throughout the year. Due to this fact, there is no need to adjust clocks to take more advantage of the sun.

No. Puerto Rico observes Atlantic Standard Time all year.
There is no law that requires them to observe certain holidays.
Clocks are moved forward for daylight savings so that people can enjoy the nicer summer weather. It really isn't a change in the sun or Earth, but just a way for everyone to get up earlier in the summer so that they have a longer time before the sun goes down. The length of daylight in the summer is also longer of course, but that is related to the tilt of the Earth's axis and not related to daylight savings.
In North America, most of the US and much of Canada observe Daylight Saving Time and in Europe, most of Western Europe observes Daylight Saving Time but there are notable exceptions such as Arizona and Hawaii in the US, Saskatchewan and parts of Ontario in Canada and Iceland.
