Pollution because the air needs to be clean and evaporated for good healthy breathing habits. Electricity is what people need to make living efficient and comfortable for living. I agree their could be several answers, but this came to my mind quicker.

This, quite naturally, make France the leader in Nuclear waste, which is not a pollution, but a waste management issue.
