England is a monarchy, since they have kings and queens. The Kings and Queens don't have as much of a say in what goes on as they used to, but they still have them to draw interest to their country and for historical purposes. Chances are, they won't be getting rid of the royalty anytime soon.

Technically, the United Kingdom is a Constitutional Monarchy, which in modern times is considered a form of democracy.

The modern definition of democracy generally requires that a government function as follows (in actual practice, not in theory):

1. It must hold periodic elections to determine who holds power
2. Most of the positions of power must be determined via election, and not appointment or via hereditary assumption; in particular, the effective heads of the Executive and Legislative branches are to be elective (either directly or indirectly).
3. Elections must be reasonably contested, meaning there must be at least two distinct participants, and there must be meaningful differences between those two participants
4. Elections must be free of voter coercion
5. The majority of the citizenry must be eligible to vote in an election
6. Those citizens eligible to stand for election (i.e. to be elected) must NOT be subject to excessive requirements - that is, they should not have to belong to some organization, family, or social class.

There are a considerable number of country which purport to be democratic, when an actual analysis of the country's political system shows that they fail one or more of the above tests.

Conversely, there are a number of countries where the theoretical or customary structure of the government is non-democratic, but the actual implementation of the working government is in fact democratic. A short list of some of these countries:

• Most modern Constitutional Monarchies are really democratic. The United Kingdom, Japan, Australia, Sweden, and the Netherlands are examples.

Some countries which are neither theoretically nor practically considered democratic:

• Cuba
• People's Republic of China
• Saudi Arabia
• Libya
• Baharain
• U.A.E.
• Myanmar (Burma)
