What prevents Congress from passing a bill?
If a majority of Congress does not want the bill, then the bill is dead unless the committee makes changes that allows the bill to get 50%. Then it goes to the President for his signature. If the president refuses to sign, it goes back to congress. If enough members of Congress want the bill, they can override it with a two-thirds vote.

What is the history of sport?
The history of sport can teach us a great deal about social changes and about the nature of sport itself. Sport seems to involve basic human skills being developed and exercised for their own sake, in parallel with being exercised for their usefulness. It also shows how society has changed its beliefs and therefore there are changes in the rules. Of course, as we go further back in history the dwindling evidence makes the theories of the origins and purposes of sport difficult to support. Nonetheless, its importance in human history is undeniable.

Who makes laws for the nation?
Within the United States it is Congress that makes the laws for our country. The Congress is made up of the Senate and the House of Representatives. After congress makes the law, it goes on to the president who can veto it,ignore it, or pass it. Finally, this law goes to the judicial branch and they see if it is constitutional or not.
