In most practices in the USA, there is no "pharmacist". The doctors (Vets) can write the prescription, and other staff fills them. I suppose a practice could hire a pharmacy tech, but it wouldn't seem to make fiscal sense to pay someone extra for their special pharmacy/drug knowledge when anyone in the practice can fill prescriptions written by the Vets.
