The Pax Romana was brought about by Augustus winning the final civil war of the Roman Republic (which was a contest with Marc Antony over who would became the sole ruler of Rome and her territories) and establishing his absolute personal rule. Augustus became the first Roman emperor and started the 503-year period of absolute rule by emperors. Augustus ended the period of civil wars which tore Rome apart and led to the fall of the Roman Republic. He gained a tight grip over the state and politics and created an efficient system of governance and central control over the provinces of the empire. In short, Augustus stabilised the empire and started the 200 years of relative political stability within the Roman Empire which historians have called Pax Romana.

Pax Romana is a term used by historians to indicate the 200-year of relative political stability within the Roman Empire (27 BC-180 BC). It followed the establishment of Augustus's personal rule who became the first Roman Emperor and started the 506-year period of rule by emperors. Augustus was the final victor of the series of civil wars which tore Rome apart and brought down the Roman Republic. Through his strong personal grip on Roman politics and the Roman state, Augustus established a strong central government and restored political stability.
