God is the Jewish Lawgiver. After the destruction of the Temple in 70 C.E., the Rabbis formally collated the oral tradition of interpreting biblical revelation. At the same time, the Oral Tradition goes back much further, and records statements made long before the Destruction, together with names and details.

God gave us the Torah (Exodus 24:12), both the written Torah and its oral interpretation (Talmud, Berakhot 5a). Since that time, the Sanhedrin (court of Torah-sages) had the legislative power to promulgate Rabbinical decrees and interpret the law. Today, Jewish law is codified in published works, such as the Code of Jewish Law (Shulchan Arukh) of Rabbi Joseph Caro (pub. 1566).
