First, there is no paid clergy, all are volunteers who support themselves financially by some other means. Also, the organizational structure is moodeled after the way the first century christian congregation was set up. On the congregation level, there are those who are appointed to serve as elders. In most congregations, there are usually about 6-10 elders who serve in what we call the "body of elders." To assist them, there are ministerial servants who are appointed. To keep the congregations in unity worldwide, there are traveling elders who are called "circuit overseers." They will each be assigned an area of about 20 congregations divided into circuits. Each congregation will be visited twice a year for one week visits by this brother. Several circuits are grouped into a "district." District overseers are appointed over each district, and are used by the organization to keep things orderly between the circuits. District ooverseers are dispatched by a "branch office." Each branch office will handle matters over a country of region of the world. Each branch is under the direction of a zone overseer, country coordinator, or branch overseer. All branches are under the direction of the "Governing Body," which is a group of qualified elders who are chharged with the responsibility of overseeing the worldwide activities of Jehovah's Witnesses. We believe that all of this is under the direction of Jesus Christ, the one whom The Bible says is the "Head of the congregation."(Colossians 1:18)

We do not pay homage to any individual humans as being those of importance in our faith. Thise who are our "leaders" are even referred to as congregation servants. Early on in our history, there were some that played a leading role in establishing the congregation, such as Charles Russel and Joseph Rutherford, but we do not ascribe them any particular historical status for them, snce we realize that God could have just as easily used any other people back then that he saw fit to use. These men were merely fleshly vehicles that God used to help establish his pure worship in ths time, and if any of them were alive today, they would say the same thing. Individuals in our organization, no matter what duties they have in the organization, regard themselves as nothing more than slaves of God who are merely doing what they ought to be doing anyway, which merits them no special honor. The Bible says that God could cause the rocks to cry out if no humans would do it. (Luke 17:10;Luke 19:40) The real individuals that we ascribe glory and homage to in our faith, is none other than Jehovah God and His son Jesus Christ. The Bible refers to Christ as the head of the congregation, and it refers to Jehovah as the head of the Christ. (Colossians 1:18; 1 Corinthians 11:3)

Most JWs believe the answer to be no. The truth is YES they do have leaders as in reality they are submissive (led by) The Governing Body, travelling overseers and elders. In any JW publication the phrase "Be submissive to those "TAKING THE LEAD" is used. By definition these are leaders.

However, Jehovah's Witness would not classify any human as their "leader" since they believe their leader to be one, Jesus Christ.

Jehovah's Witnesses have no clergy-laity division and none of their "elders" receive any money for their work. All members of the Jehovah's Witness community are considered "Ministers" and volunteer their own time, energy and money to preach the good news of God's Kingdom. (Matthew 24:14; 28:18-20)

Jehovah's Witness's Organizational Structure:

The Elders are assisted by "ministerial servants." The entire worldwide organization of over 100,000 congregations in over 230 countries and provinces is directed by a governing body. These ones direct branch offices around the world through representatives called "branch overseers." These branch offices send out traveling representatives called "District Overseers" and "Circuit Overseers." Congregations are organized into circuits of about 20 congregations, and Circuit Overseers will visit each congregation about twice a year. Several circuits are organized together into a district, and the specific needs of each district will be addressed by the District Overseer.

So, each congregation has a body of elders. Several congregations make up a circuit, each with it's own Circuit Overseer. Several circuits make up a district, each with it's own District Overseer. Several districts make up a branch, and all are directed by the Governing Body of Jehovah's Witnesses. In this way, the entire worldwide organization of Jehovah's Witnesses stays united. All over the world, we have the same talks (sermons) given, we learn from the same program of Bible study, and we learn from the same study material in over 400 languages. All this is done pretty much simultaneously.

These "elders" have no special privileges and do not receive a salary from their members.
