Louisiana Purchase

It wasn't as much who as it was what. The Louisiana Purchase urged Americans to settle around the Red River. Although Texas belonged to the Spanish, Thomas Jefferson declared the river a runoff to the Mississippi, thus making it neutral. I suppose if you need the name of actual persons, you would be looking for Moses and Stephen Austin. They brought patent holders into the state in their empressario.
