The Apostle Paul is most often credited with the start of the Christian Church in Rome. He wrote his letter to the Romans sometime in the later part of the first century, addressing believers in Christ who were starting to form there.

According to the Roman Catholic Church, the church was founded by the Holy Spirit at Pentecost, some 50 days after Jesus' execution by the Roman Army, circa 30-APR CE. Peter moved to Rome, and became the first pope of the Christian movement. They believe that he was followed by a continuous succession of popes up to the present day. They teach that the Roman Church is the true church founded by God.

Carroll's History of Christianity, volume 1 - the Founding of Christendom, on page 404-405, he explains that St. Peter (the first pope, and Christ's first appointed Vicar on Earth) went to Rome from Antioch, although "there may have been a few actual Christians among them" (Fouarc, St. Peter, pp 249-271; Edersheim, Jesus the Messiah, I, 66-72; Edmundson,Church in Rome, pp. 56-57) and founded the first Christian Church. As his tomb is still there (under the high altar in St. Peter's Basilica), we know this for a fact, and, of course, the constant witness of all history since then is positive proof. Indeed St. Peter, himself, tells us this in his letters, which he writes "from Babylon" a first century Christian code word for Rome.

Jesus Christ founded the Catholic Church at Pentecost. [Acts 2]Jesus also tells Peter that "...thou art Peter; and upon this rock I will build my church, and the gates of hell shall not prevail against it" (Matthew 16:16) Meaning Peter is going to be the leader of the Church (aka Pope) after Christ's death.

We do not know. Certainly there was already a flourishing Christian community in Rome long before Paul went there (or Peter, if indeed Peter actually went to Rome), but the early communities often met in houses and did not always have dedicated church buildings.
