Any individual citizen of the united states. We are held to a higher court than the supreme court and that is God our creator. We can judge the law itself and determine if it is fair or not fair. Otherwise with all the laws on the books we are all criminals!

∙ 15y agoCongress has the right to rule and/or overrule a presidential decision. ADDED: First answer is not totally correct. Congress can ONLY over-ride the Presidential VETO OF A PROPOSED LAW that was sent to him for signature. However, a President has the power and authority to make MANY other "Executive" decisions which are not subject to Congress's review and are subject to review only by the Supreme Court.
