In the Roman Republic, as in all republics, the elected officials ruled. In Rome's case the top officials were the consuls who ruled according to Roman law and custom. If there were an unsolvable crisis, a dictator could be appointed to rule until he problem was solved.

It depends on which type of government. Rome had three types of government in the 1,200 years of her history. It had a monarchy for 244 years, a republic for 482 years and rule by emperors for 506 years. During the monarchy the king was in charge, during the republic two annually elected consuls were in charge, and during rule by emperors the emperor was in charge.

Why did the people of rome create a republic?

The Roman republic was created to get rid of arbitrary one man rule and to give more people a voice in their government. The one year term of office with a set waiting time before a man could stand for election a second time, insured that no one individual could attain supreme power. Dictators were the exception, but they were expected to step down from office when their job was finished. By the end of the republic, all these high ideas evaporated.
