The United States Constitution and the individual States. The Constitution by way of incorporation requires that the states allow any citizen aged 18 or over regardless of race or gender be allowed to vote (14th and 19th amendments). Outside of this the states are to set their own requirements. States can choose whether or not to require photo ID and how the ballots are tabulated, etc.

There are 50 states. There 50 sets of qualifications for State offices. The United States Attorney General is a member of the President's cabinet. He is appointed by the President and confirmed by the Senate. Other than being an adult US citizen there is no other legal qualification.
